CORPORATE SOCIAL RESPONSIBILITY (CSR)  | Expression of Interest

Invitation to submit Expression of Interest to the Road Accident Fund

The Road Accident Fund (RAF) is a schedule 3A public entity that reports to the National Department of Transport. The RAF is responsible for providing appropriate cover to all road users within the borders of South Africa, rehabilitating and compensating persons injured as a result of motor vehicle accidents in a timely and caring manner and actively promoting the safe use of all South African roads. RAF invites experienced and qualified Non-Profit Organisations (NPOs) or Non-Profit Companies (NPCs) to submit their expression of interest to conduct an evaluation of selected RAF corporate social responsibility (CSR) initiatives.

Objective of the Evaluation:
The objective is to evaluate the relevance, effectiveness, efficiency, sustainability and impact of selected RAF CSR initiatives. The findings will inform future strategic planning and enhance RAF’s contribution to road safety, education and healthcare outcomes in South Africa.

Scope of work:
The successful organisation will be required to:
•   Design and implement a detailed evaluation framework for each initiative.
•   Conduct field research, including surveys, interviews, focus groups, and site visits in different provinces.
•   Analyse data and provide qualitative and quantitative insights, where necessary.
•   ​​​​​​Produce a comprehensive evaluation report, including case studies, key findings, and strategic 
    recommendations.
•   Present findings to RAF manag​ement.

Geographic Focus:
Special attention will be given to provinces with high accident statistics, where the impact of RAF’s interventions is expected to be most significant. These typically include, but not limited to, Gauteng, KwaZulu-Natal, Eastern Cape and Limpopo. 

Eligibility Criteria:
•   Registered as a Non-Profit Organisation (NPO) or a Non-Profit Company (NPC) in South Africa, with valid 
    documentation from the appropriate regulatory body.
•   Demonstrated experience in conducting evaluations or impact assessments.
•   Understanding of the South African CSR/CSI landscape.
•   At least three years of operational experience in relevant sectors.

Expression of Interest Submission Requirements:
•   Organisation profile and relevant experience.
•   Composition and qualifications of the project team including CVs.
•   Minimum of two references from similar projects conducted.
