About the Road Accident Fund (RAF) | ​​Board Members

The RAF is headed and controlled by an effective and efficient Board, comprising independent, non-executive Board members representing the necessary skills to strategically guide the RAF. ​ The RAF Board is diverse in respect of origin, gender, race and education. Together, the members bring a wealth of experience and expertise to the RAF and reflect the nature of its business.

  • ​​​​​​​​​​​​​​Ms Zanele Lorraine Francois - Chairperson

     

    Ms Lorraine Francois serves as the Chairperson of the board. She is a Certified Director with extensive experience as a Non-executive Director in the public and private sectors where she has previously served. Her track record in Corporate Governance, Risk Management, Internal Audit, Finance and Accounting with good understanding of the Public Finance Management Act (PFMA) and other key Legislative Frameworks is exemplary. Her expertise has been honed through years of service in the public sector, where she has played key roles in social benefits funds, medical schemes, and government departments.

    Ms Francois' internal auditing, risk management and corporate governance experience extends to key strategic state-owned enterprises, like Umgeni Water, Eskom, Transnet, SABC, and some key private fuel-energy industry players like SAPREF.

    CERTIFICATIONS: Postgraduate Certificate in Accounting, General Internal Auditor Certification, and Certification in Risk Management Assurance.

  • ​​​​​​​​​​​​​Dr Nomonde Mabuya-Moloele – Vice-Chairperson

     

    Dr Nomonde Mabuya-Moloele, our Vice-Chairperson, is a qualified occupational medicine specialist and an aviation and travel health medical doctor. She is renowned for her medico-legal expertise and her role as a co-author of the HPCSA RAF Tribunal narrative test, currently used by medical service providers to evaluate serious injuries. She has trained more than 1,000 medical professionals and rehabilitation specialists on the AMA Guides, 6th edition. Dr Mabuya-Moloele's contributions are instrumental in shaping the board's direction

  • ​EDUCATION:​ MBBCh, MBA, BSc (Honours) in Aerospace Medicine, Postgraduate Diploma in Occupational Medicine.
    CERTIFICATIONS: Certificate in Travel Medicine.
    PROFESSIONAL AFFILIATIONS: College of Medicine, Health Professions Council of South Africa (HPCSA), South African Society of Professional Medicine (SASOM), and the South African Society of Travel Medicine (SASTM).
  • Ms Tinyiko Mhlari

     

    Ms Tinyiko Mhlari is a qualified Chartered Accountant and a registered Auditor with over 18 years of experience in accounting and auditing. Her career includes founding and leading PSTM Chartered Accountants (Pty) Ltd. Her expertise covers accounting, financial management, tax reviews, assurance, and internal controls. She served for over 10 years as a non-executive director on various company boards in the private sector as well as public entities.

  • QUALIFICATIONS​: ​ BCom in Financial Accounting (Cum Laude), BCom in Accounting (Honours), and a Higher Diploma in Tax Law.
    ​PROFESSIONAL AFFILIATIONS:​ ​ The South African Institute of Chartered Accountants (SAICA) and The Independent Regulatory Board for Auditors (IRBA).

  • Mr Lekau Moses Nyama


    Mr Lekau Moses Nyama is a seasoned Actuary with over 15 years of experience in the financial services industry. He has proven expertise in short-term insurance pricing, underwriting, product development, investments, retirement schemes, risk management, and data analytics.

    Q​UALIFICATIONS
    ​: ​ BSc Actuarial and Financial Mathematics, BSc (Hons) Financial Engineering, Master of Business Science (Finance and Investments). Thesis not defended.
    ​PROFESSIONAL AFFILIATIONS​: ​ Actuarial Society of South Africa (ASSA) and the Institute of Directors South Africa (IoDSA).

  • Mr Thulani Tshabalala

     

    Mr Thulani Tshabalala serves as the Chief Executive Officer of the South AfricanDisability Development Trust (SADDT). His dedication to the economic development of persons with disabilities extends to employment, skills development, and entrepreneurship projects. He also contributes to other boards and organisations focused on empowerment and inclusion.

  • QUALIFICATIONS​: ​ Postgraduate Diploma in Disability Studies, and a Diploma in Occupational Development and Training Practices.

  • Adv. Nontutuzelo Njeza


    Adv. Nontutuzelo Njeza, a HealthcareManager (Hospital General Manager), is an advocate of excellence in Internal Auditing, Financial Management, Law/Legal Compliance, Risk and Governance, and Health Economics. Her extensive experience and leadership as a committee member enhance the board's success.

  • ​QUALIFICATIONS​: ​National Diploma in Internal Auditing, LLB, and a Postgraduate Degree in Health Economics, and currently a candidate for a Masters in Public Health in 2024.
    CERTIFICATIONS:​ ​Certificate in Corporate and Ethics Governance.
  • Dr Pholile Dladla


    Dr Pholile Dladla is a Senior Lecturer and Researcher at the University of the Witwatersrand. She brings her experience in academia, insurance and risk management, and finance to the board. Her research interests encompass the economics of insurance, pension funds, and financial economics.

  • ​QUALIFICATIONS​: ​ PhD in Economics.

  • Ms Bongiwe Khumalo

     

    Ms Bongiwe Khumalo is a financial services professional with over 18 years' experience in the field of investment and asset management. Her expertise lies in corporate treasury, financial markets, and fund management. Having worked at Sanlam Investments, Investec Asset Management (now Ninety-One), and Stanlib, her knowledge and expertise are invaluable as the board embarks on its turnaround strategy.

  • ​QU​​ALIFICATIONS​: ​BBA, Postgraduate Diploma in Management Practices and an MBA Candidate for 2024.
    CERTIFICATIONS:​ ​Certificate in Investment and Portfolio Management.

  • Dr Pamela Bongeka Mathebula

     

    Dr Pamela Khumalo is a general surgeon with an interest in burns management and critical care, and a published author with a research paper in the South African Journal of Surgery (SAJS). She is in private practice.

  • QUALIFICATIONS​: ​MBChB, Fellowship in Surgery (FCS) and a Master’s in Surgery (MMed).
    PROFESSIONAL AFFILIATIONS:​ ​Colleges of Medicine of South Africa (CMSA) and the Association of Surgeons of South Africa (ASSA) and the South African Medical Association (SAMA).
  • Mr Kwena Cuthbert Komape

     

    Mr Kwena Komape is a transport economist with over 20 years of experience, working as a consultant for both the public and private sectors. He is an accomplished Project Manager with expertise in business planning, revenue development, and change management. He has a broad knowledge of transport policy and legislation and the application of legislative tools.

  • QUA​LIFICATIONS​: ​ Degree in Communication Science, Certificate in Road Transport Management, Diploma in Road Transport Management, Advanced Diploma in Transportation Management and a BCom (Honours) in Transport Economics.

  • Mr Siphiwe Brian Bulose


    Mr Siphiwe Bulose is a director at Brias Trading with over 22 years of experience in leadership positions, management and administration, art, and governance. He was a former Principal and Training and Skills Development Manager. He was part of the Playhouse Opera Projects and co-founded the Zulu Kingdom Choir. He serves various boards, including being the secretary of the KwaDedangendlale Health and Education Initiative. He has also served as a Council Member of the HPCSA and the KZN Community Education and Training College.

  • MR KHOTSO JAMES SELLO

     

    Mr Khotso James Sello, a professional and seasoned executive with a profound business acumen with over thirty-one years' invaluable experience in the private and public sectors is a Board and Committee member (non-executive director) across multiple institutions in various countries in the financial services industry. He is the founder and Managing Director at LYJA Close Corporation – Finance and Technology (FinTech) specialist consulting firm. His expertise in the financial services industry spans in fundraising, Business & portfolio management, and client-centric deal structuring. Proficient in Finance, Capital Markets, Strategy & Business Development, Assurance & Auditing, Information and communications technology (ICT), Projects, Governance, Risk, and Compliance. Mr. Sello's international exposure included managing the Heads of Internal Audit for a multinational bank.

  • Mr Bosa Ramantsi

     

    Mr Bosa Fitzgerald Ramantsi: Director-General’s Representative (Department of Transport) is a senior government official with a proven track record of improving organisational performance through the development and implementation of clear policy guidelines on planning, monitoring, and reporting. In addition, his experience includes optimisation and continual review of strategic and operational business processes; consideration and adoption of technology advancements; mitigation of associated risks; and shaping, training and mentoring the careers of purpose-oriented and inspired teams through innovative skills-based programmes.
